Paul Angulo is a native of San Francisco, growing up on the now famed 18th Street in the heart of the city known as The Castro District. He has fond memories growing up in a neighborhood which was like a small town within a very large city.
As a teenager Paul’s family moved to southern California. After graduation from high school, Paul enlisted in the US Army because he felt it was a duty to serve his country. As American Armed Forces drew-down during the Vietnam war, Paul was posted to Frankfurt, West Germany. Paul is privileged to have been trained-by and served with incredible men and women of the US ARMY returning from the battlefields of Indochina. Paul learned a tremendous amount from that experience and it is the foundation of his leadership.
After receiving an Honorable Discharge, Paul attended the University of California at Berkeley, graduating with a Bachelor’s degree in Political Science in 1978. Paul's time at the University of California Berkeley was a challenging experience that only commitment and perseverance could have successfully achieved. Having recently been discharged from the military and short on money (the Army didn't exactly pay a lot of money), Paul did without books for the first few months and slept in his car. Eventually Paul found a night shift job at a paint factory and was able to find a room and the necessary books. In hindsight, he can see where most people would have just given up; however, he knew it was now or never. Paul Angulo was the first in his family to attend college. This is the kind of tenacity Paul brings to the job - No excuses. Just get the job done.
Following the University of California, Paul spent 25-years working in the manufacturing industry. This is where he learned business, running a factory and keeping people fully employed. He worked hard at cutting production costs and implementing strategies to stabilize companies and avoid layoffs. It is from private industry that Paul was invited to work for Riverside County.
Paul holds a Master's degree in Management from the University of Redlands. In addition, Paul is a graduate of Harvard University's JFK School of Government flagship program on Leadership and Government Operations for Senior Government Executives. He is also a graduate of Harvard Law School’s program on Advanced Negotiations and Conflict Management (a consortium of Tufts, MIT and Harvard Law School).
Paul Angulo takes his job as Riverside County 's Auditor Controller seriously. Paul believes that it is a MORAL DUTY for a public official to be well-trained and educated when representing the taxpayer because government work impacts lives. Moreover, laws and accounting methodology change rapidly and it is the job of a professional to keep up with these changes. It is frightening that my opponent this November 8, 2022 has no professional training or accreditation at all -- absolutely nothing! Ask yourself: Would you hand your business over to someone who barely made it out of high school? Would you hand your business over to a high school trainee? I certainly would not, and neither should you. Riverside County is one of the largest counties in the United States of America. We must expect and demand better. We must have skilled professionals managing the vast amount of taxpayer monies exceeding $38 BILLION in Riverside County. Do not be fooled by the smear generated by my hack opponent in his desperate attempt to dupe you, the voter.

My promise to you: As a highly-trained professional, I bring integrity, experience and professionalism to the position. I do not engage in smear to win political contests. I do not make up stories to try to dupe the voter. Integrity, above all, is a fundamental principle in my leadership. Moreover, I do not beg for campaign money or seek "endorsements" from those I will audit as I believe that to be an inappropriate conflict of interest. The only endorsement I seek is from you, my fellow citizens of Riverside County.

I am uniquely qualified to be your County Auditor. This is an independent office, which is audited by the Federal government, State, IRS, independent auditors, and peer-reviewed continuously.

- Reduces risk of mission failure through rigorous training and 20 years county finance experience.
- Has provided oversight of $38 Billion annually.
- Has written over 300 county audits exposing waste and abuse.
- Has written county financial reports receiving 8 National and State awards.
- Has led the office through the COVID-19 crisis, dispersing $18 Billion to cities and K-12 school districts for payrolls and debt payments, timely.
- Does NOT accept special interest money to avoid conflicts of interest.
